The federal asbestos rule for demolition — NESHAP — requires a survey by an accredited inspector and written notification at least 10 working days before work starts, even when the survey finds nothing. Ten working days is two calendar weeks, and it is the most commonly missed item on a demolition schedule.
Where people get it wrong in both directions is who it applies to. NESHAP governs commercial, industrial and institutional buildings. Its definition of a facility excludes residential buildings with four or fewer dwelling units — so a standard single-family teardown usually is not a NESHAP facility.
That does not mean a house is unregulated. North Carolina's own asbestos rules apply statewide, your local permit office may want a survey regardless, and worker protection rules do not care about the NESHAP definition at all.

- Get the asbestos inspection done by a licensed inspector.
- Abatement first, if anything regulated turns up.
- Utilities disconnected and confirmed — in writing, by the utility.
- Demolition permit pulled.
- Then, and only then, the machine shows up.
